РОЗВИТОК ІНСТИТУТУ ГРОМАДСЬКОГО БЮДЖЕТУ В УКРАЇНІ
Abstract
The problems of formation and realization of the budget of participation in the conditions of transformational changes are considered. On the basis of the analysis of budget legislation, the necessity of legislative consolidation of the definition of "public budget" is substantiated. The trends of public budget implementation in European countries are presented. The dynamics of the number of submitted projects of the budget of participation, the dynamics of the number of projects-winners and the approved assignments for them in terms of cities of Ukraine are determined. The main areas of implementation of the projects-winners in cities of Ukraine are analyzed. The mechanisms of realization of the public budget are specified. Key issues in the course of the implementation of the public budget are outlined. It is founded the need to approve a single Code for programmatic classification of expenditures and lending for the implementation of the participation budget to improve the "feedback" between authorities, NGOs and citizens of the city in order to achieve the ultimate results of the Concept of E- Democracy Development in Ukraine.
